Boost Question...PLEASE HELP!!

Ok guys, I have a 93FD and I am wondering what is going on here. I have 2 issues I am concerned with.

1) In 1st gear I see NO boost. All vaccum pressure is relieved and the boost gauge shows at 0psi. In second gear I am only boosting about 5psi. But boost is normal with 10-8-10 pattern in 3rd and boosts to 10psi in 4th. What is going on? At idle I am showing 18inHg so I dont think that it is a leaky vacum hose...

2) If I shift gears shortly after or near the turbo changeover at 4500rpm then the exhaust has a hollow hull sound to it and the car will not boost properly at all. Only to approx 5-7psi. The issue resolves if I let off the gas and let vacum pressure build back in decelleration to approx 25inHg. Again, I am stumped and need some help.
